California considers ending emergency drought rules

On Feb. 7, the State Water Resources Control Board is set to vote on whether water districts — including the two dozen in San Diego County — must continue to enforce prohibitions on wasteful water use, submit monthly reports on water consumption and continue so-called stress tests, which certify that those suppliers have enough inventory to withstand three straight years of drought in the future.
